Cook rice according to package directions.
Heat oil in a large skillet set over medium heat. Cook onion, red bell pepper, garlic, thyme, paprika, salt, pepper and cayenne for 5 to 8 minutes or until softened.
Stir in diced tomatoes and bring to a boil. Reduce heat to a simmer and cook for 8 to 10 minutes or until flavors marry.
Stir in tuna and peas. Cook for 3 to 5 minutes or until tuna is heated through and peas are cooked.
